The answer depends on the type of tiles you are using. With most tiles, you can choose the overlap, but you might want to ask your building inspector about it. If you are new to roofing, then you need to have the first row set so that they will overlap the gutter, so measure from the wall, and the thickness of the fascia board to the centre of the gutter and work back.
